I'm talking about closing an email. This does not fix the load time of Outlook 2016 but it certainly fixed the responsiveness of clicking through emails: I am having exactly the same problem - 2 - 3 seconds between changing folders or opening an email. Even though I had disabled email scanning, the Outlook "Add In" was still active. *This site is protected by reCAPTCHA and the Google Same issue for me and turned out to be the Nuance PDF Outlook Add-in.
